Prior to his work at the Railroad Commission, Chris was also the legislative director for Jones in the Texas House of Representatives for the 78th and 77th sessions. Chris served as the House’s committee aide to the Appropriations Committee, responsible for drafting the state’s two-year budget. He was also committee aide for Jones on the House Energy Resources Committee, where he received his background in the energy field. Chris served in various roles for elected officials where he managed and developed legislative issues. Other committees Chris has worked on include the Urban Affairs and State Recreational Resource committees.
During his time in the Legislature, Chris was instrumental in setting up Texas’ first umbilical cord blood bank. The Texas Cord Blood Bank was created by statute in 2001 and funded in 2003. Stem cells from umbilical cord blood can be used to treat diseases such as leukemia, lymphomas, sickle cell anemia and primary immuno-deficiencies. Chris worked to secure a $1 million initial state grant for the bank, as well as an additional $2.5 million private/public matching grant. The bank is located in San Antonio and has currently banked over 1,500 cords.
Chris has met with numerous international trade delegations at the Railroad Commission. He also participated in the Texas Trade Mission to Mexico, Qatar and United Arab Emirates. In 2008, Chris was selected by the American Council of Young Political leaders as a delegate to participate in an overseas governmental exchange with Taiwan.
In 2013, Capitol Inside, a Texas political publication, recognized Chris as a “Rising Star” on its 10th annual Texas Lobby Power Rankings. Also in 2013, the Austin Business Journal also named him “Who’s Who in Energy.”
Chris graduated from Texas State University at San Marcos in 1997 with a bachelor’s degree in communications. He serves on the Board Directors of Ballet Austin and is active in the Texas State Alumni Association and the Phi Delta Theta Alumni Association. Chris and his wife, Chandra, live in Austin, Texas.
